Our system doesn't have that problem persay, but We do have system rules that are enforced by two "control-type entities" who aren't exactly like the rest of the system members. Any system rules that are broken have punishments - it mostly includes going into what We call lockdown. Basically a padded room in seclusion from the rest of the system. That way they can't interact with the Outside or the Inside. The problems We usually have to control though have to do with harming the body on the Outside, not inside abuse of other system members.
That said though, I can only speak from my point of view in the System. There is a Dark Back that I and most of the members of the Front part do not have access to. From what I gather, Toiran (he is in charge of that area in the system) is sometimes abusive to the other members in the Dark Back. I don't really know first hand though.
